The foreign minister said that Finland will recognise Palestine as a state when it has a civilian administration that is committed to non-violence and security in regard to Israel, other neighbouring countries and its own people.
Petteri Orpo (NCP) and Ulf Kristersson issued the informal “non-paper” ahead of EU talks on Ukraine in Copenhagen. Orpo’s attendance at the meeting is in doubt due to illness.
